Board Members

Malaysian Electronic Clearing Corporation Sdn Bhd (MyClear) has a seven-member Board of Directors comprising of representatives from Bank Negara Malaysia (BNM) and the private sector.  The Board of Directors is primarily responsible for the governance and management of the business as well as to ensure the financial health of the Company. The Board is assisted by three Board Committees, namely the Nomination and Remuneration Committee, Board Risk Committee and Board Rules Committee.

Among others, the responsibilities of the Board are as follows:

  • Formulate and establish the broad policies governing the operations of MyClear.
  • Establish the corporate objectives, as well as to review, approve and guide the formulation of the corporate strategies  and business plans, budget and monitor its implementation.
  • Oversee the management of the company business to maintain the corporate performance, involving monitoring of the performance of the institution.
  • Oversee human resource management, performance monitoring of key personnel, succession planning and training programs.

1. Y. Bhg. Dato’ Ooi Sang Kuang | Chairman

Dato’ Ooi was appointed as the Chairman of MyClear on 2 January 2009. He is the Special Advisor of Bank Negara Malaysia (BNM).

Dato’ Ooi joined BNM’s Economics Department of BNM in 1971. From there onwards, he held various senior positions in the department before he left to join the private sector in 1984. While in the private sector, he held a number of senior management positions across the financial services industry.

Dato’ Ooi also chairs the Board of Cagamas Holdings Berhad, the holding company of Cagamas Berhad, and the Board of Cagamas HKMC Berhad, an associate company of Cagamas Holdings Berhad. He is a Fellow Member of the Institute of Bankers Malaysia and a Board Member of the SEACEN Research and Training Centre.

He holds a Bachelor of Economics (Hons) degree from University of Malaya and Master of Arts (Development Finance) from Boston University, USA.

2. Y. Bhg. Datuk Nor Shamsiah Mohd Yunus

Datuk Nor Shamsiah was appointed as the Board Member of MyClear on 28 October 2008.

She is the Deputy Governor of Bank Negara Malaysia (BNM). She has extensive experience in the development of prudential regulation, legislation, policies and guidelines for the financial sector. She was also involved in the financial sector resolution initiatives during the Asian financial crisis and the preparation and implementation of the Financial Sector Masterplan for the development of the Malaysia financial system from 2001 to 2010.

Prior to this, Datuk Nor Shamsiah was the Assistant Governor responsible for the supervision of financial institutions under the purview of Bank Negara Malaysia and oversees the Risk Management Department of the Central Bank. She is a member of Bank Negara Malaysia’s Monetary Policy Committee. She is also a member of the Investment Panel of the Employee Provident Fund.

A Certified Practising Accountant, Datuk Nor Shamsiah holds a professional certification from the Malaysian Institute of Accountant. She joined BNM in 1987 after obtaining a Bachelor of Arts Degree in Accountancy from the University of South Australia.

3. Y. Bhg. Datuk Dr. Halim Shafie

Datuk Halim was appointed as the Board Member of MyClear on 18 February 2009.

Datuk Dr Halim has served numerous organisations as a board member. Among them are Tenaga Nasional Berhad, Pos Malaysia Berhad and Multimedia Development Corporation Sdn Bhd. He was also the Chairman of the Malaysian Communications and Multimedia Commission where he served until May 2009.

Datuk Dr Halim is currently the Chairman and Director of Telekom Malaysia (TM) and Chairman of Universiti Telekom Sdn Bhd, a wholly owned subsidiary of TM. He also holds office as a Council Member of the Malaysian National Computer Confederation, Adjunct Professor of Universiti Utara Malaysia and Board Chairman of National Library, Malaysia.

Datuk Dr Halim graduated with a Bachelor of Economics (Hons) degree from the University of Malaya in 1972. In 1980, he obtained a Masters Degree in Economic Development from the University of Pittsburgh and in 1988 he obtained a Ph.D in Information Transfer from Syracuse University.

4. Norzila Abdul Aziz

Norzila was appointed as the Board Member of MyClear on 1 December 2008.

She is the Assistant Governor of Bank Negara Malaysia (BNM). Prior to the appointment as Assistant Governor, she was the Director of BNM’s Investment Operations and Financial Market Department where she oversaw the management of international reserve, implementation of monetary policy, treasury risk management and government debt financing.

Norzila began her career at BNM in 1987 after graduating from the University of Western Australia with a Bachelor Degree in Accounting. She has been with the Bank for 22 years and has vast experience in the area of monetary policy, reserve management and financial market development.

5. Lim Peng Khoon

Lim was appointed as the Board Member of MyClear on 2 January 2009.

Lim has more than 30 years of service in the financial services industry with banks in Malaysia and the region. His major achievements involved the infrastructure of the IT payment systems, regulatory development and implementation for the Hong Kong Monetary Authority, and Hong Kong Securities and Futures Commission. He was also in charge of all aspects of the banking service delivery, IT and operational systems support for HSBC’s network of branches and subsidiaries in Malaysia and Hong Kong.

Lim serves as an Independent Director of the Industrial Bank Co., Ltd., the People’s Republic of China, and is consulting for Sacombank Group, Vietnam.

6. Philip Tan Puay Koon

Philip Tan was appointed as the Board Member of MyClear on 2 January 2009.

Tan has an extensive experience in the banking and finance industry with more than 24 years of practice principally in treasury and risk management. He was previously the Managing Director, Vice President and Chief Financial Officer of Emerging Market (EM) Sales & Trading, Asia Pacific of Citibank NA.

His passion in banking and finance had led him to serve the Persatuan Pasaran Kewangan Malaysia as a committee member where he was the pioneer member of the technical committee. He has conducted and spoken at numerous seminars on treasury, risk management and financial market developments to corporations, financial community and central banks including BNM, Bank Indonesia and the State Bank of Vietnam. He also serves Institut Bank-Bank Malaysia (IBBM) as a lecturer and examiner, and is an Associate Fellow of IBBM.

Tan is also a Board Member of Danajamin Nasional Berhad.

7. Mohd Suhail Amar Suresh

Mohd Suhail Amar Suresh was appointed as a Board member on 16 September 2011. He is also the Managing Director of MyClear.

Mohd Suhail has more than 25 years of experience in the financial industry and has held senior positions in various multi-national corporations and in a commercial bank, with involvement in information technology, systems integration, business development and project consulting.
